With a score of 0.8415 against South Africa's 0.8396, Morocco claimed the top spot for the first time, ending South Africa's long dominance that dated back to the index's inception in 2010. This shift reflects two contrasting trajectories. Morocco pursued two decades of consistent, state - driven industrial strategies. Initiatives like the Emergence Plan and Industrial Acceleration Plan focused on targeted sectors: automotive manufacturing, aerospace, phosphates processing, and renewable energy. The country leveraged its strategic location, free trade agreements with the EU and US, and massive infrastructure investments, notably the Tanger Med port complex – the largest container port in the Mediterranean and Africa. Foreign direct investment poured in, including billions from China for electric vehicle and battery plants. By 2025, Morocco became Africa's leading car producer, outpacing South Africa with nearly 500,000 units annually. Export diversification reduced reliance on traditional commodities, boosting manufacturing value-added and industrial competitiveness. South Africa, while remaining a continental powerhouse with strengths in mining, metals, and heavy industry, faced structural headwinds. Chronic power shortages from Eskom, logistical failures at Transnet, regulatory uncertainty, crime, and slower policy adaptation eroded its edge. Manufacturing output stagnated relative to population and economic needs, leading to a steady decline in the AfDB's metrics across performance, infrastructure, and business climate indicators. Morocco's ascent highlights the power of policy continuity, infrastructure focus, and global integration. It has positioned itself as a hub for nearshoring and green industrialization. Challenges remain, including water scarcity and youth unemployment, but its momentum is clear. This transition signals a broader evolution in Africa's economic landscape. North Africa's industrial rise complements Southern Africa's legacy strengths. For the continent, Morocco's success offers a model: sustained investment in productive capacity and openness to trade can drive structural transformation.
